Stair Step Cracks in failing masonry walls

In Caitol Hill we see stair step cracks daily. In many cases, the cause is header failure. At the wall in this photo, taken in NE DC, the cause is actually likely to be either lateral deflection from insufficiently relieved hydrostatic pressures or from differential settlement. It could be that both issues are happening at the same time.
